We are printing in its entirety the discussion document which sets out a code of professional conduct for nurses published by the Royal College of Nursing in November 1976 together with commentaries by the Assistant Secretary of the British Medical Association, a professor of nursing studies, student nurses and a lawyer. The image of the nurse is still that of one of Florence Nightingale's young ladies or of a member of a religious order who is wholly dedicated to caring for (...) the sick. Today, as this document and the comments upon it show, 'dedication' is still part of the motive which leads a man or woman to become a nurse but in addition, and this is where the public may be ignorant or choose to be ignorant, nursing offers a career where intellectual achievement and the satisfaction of a demanding job bring their proper financial reward and place in the professional community. This paper examines narrativism’s claim that the historical past cannot be known once and for all because it must be continuously re-described from the standpoint of the present. We argue that this claim is based on a non sequitur. We take narrativism’s claim that the past must be re-described continuously from the perspective of the present to be the result of the following train of thought: 1) “all knowledge is conceptually mediated”; 2) “the conceptual framework through which knowledge of reality (...) is mediated changes with every new generation of historians”; therefore (narrativism’s claim) “the historical past changes with every new generation of historians”. The idea of an unchanging past, for the narrativist, requires denying premise 1 (all knowledge is conceptually mediated”) and therefore rests on a problematic commitment to the chimerical notion of the past as it is in-itself, wie es eigentlich gewesen. We argue that the narrativist’s conclusion does not follow unless one adds a further premise, namely 3) “it is not possible to view reality through the categorial framework of historical agents”. If one asserts the possibility of grasping reality through the categorial framework of others, be they contemporary or past agents (as much philosophy of history written in an idealist key does), then one no longer has to accept the narrativist’s inference that since the past cannot be known in-itself or independently of conceptual mediation, then it cannot be known as it always was for the historical agents. Narrativism’s inference that the past cannot be known as it always was does not follow from premises 1 and 2 unless one smuggles in another problematic premise, premise 3. In this paper we defend the claim that the past can be known as it always was (not as it is in-itself) by invoking a different conception of the role of conceptual mediation in historical knowledge, one which assumes the possibility of viewing reality through the categorial framework of others. This notion of the role of conceptual mediation in historical knowledge is prevalent in the idealist tradition but, in the interest of brevity, we will defend this notion of mediacy by specific reference to the idealist philosophy of R.G. Measurement ‐ a central epistemic activity in science ‐ relates a number and a quantity in an effort to estimate the magnitude of that quantity. A quantity is typically a property of a physical configuration, such as length or weight, and determines a function that applies to a domain or class of objects. At this high level of abstraction, the description of the purpose and relation of measurement is metaphysically neutral, leaving open the question of whether the domain is observable (...) The confirmation of scientific hypotheses has a quantitative and qualitative aspect. No empirical hypothesis can be confirmed conclusively, so philosophers of science have used the theory of probability to elucidate the quantitative component, which determines a degree of confirmation ‐ that is, the extent to which the hypothesis is supported by the evidence (see probability and evidence and confirmation). By contrast, the qualitative feature of confirmation concerns the prior question of the nature of the relation between the hypothesis and the (...) evidence if the hypothesis is to be confirmed by its instances. If a hypothesis is to be supported by a body of evidence, it must be related to the evidence in an appropriate way. The paradoxes of confirmation arise in the attempt to characterize in first‐order logic the qualitative relation between hypothesis and evidence. (shrink)

Models of word meaning that exploit patterns of word usage across large text corpora to capture semantic relations, like the topic model and word2vec, condense word-by-context co-occurrence statistics to induce representations that organize words along semantically relevant dimensions (e.g., synonymy, antonymy, hyponymy, etc.). However, their reliance on latent representations leaves them vulnerable to interference, makes them slow learners, and commits to a dual-systems account of episodic and semantic memory. We show how it is possible to construct the meaning of words (...) online during retrieval to avoid these limitations. We implement a spreading activation account of word meaning in an associative net, a one-layer highly recurrent network of associations, called a Dynamic-Eigen-Net, that we developed to address the limitations of earlier variants of associative nets when scaling up to deal with unstructured input domains like natural language text. We show that spreading activation using a one-hot coded Dynamic-Eigen-Net outperforms the topic model and reaches similar levels of performance as word2vec when predicting human free associations and word similarity ratings. Latent Semantic Analysis vectors reached similar levels of performance when constructed by applying dimensionality reduction to the Shifted Positive Pointwise Mutual Information but showed poorer predictability for free associations when using an entropy-based normalization. An analysis of the rate at which the Dynamic-Eigen-Net reaches asymptotic performance shows that it learns faster than word2vec. We argue in favor of the Dynamic-Eigen-Net as a fast learner, with a single-store, that is not subject to catastrophic interference. We present it as an alternative to instance models when delegating the induction of latent relationships to process assumptions instead of assumptions about representation. (shrink)

This paper examines the ethical implications of the Clean Development Mechanism, the United Nation’s climate change initiative that provides incentives to countries and firms in developed countries to motivate investments in greenhouse gas reduction projects in developing countries. Using the tenets of agency theory, we present a solid waste management project in El Salvador as an illustrative example of how the CDM can produce a disproportionately high social cost for the most marginalized populations in the developing world. We suggest that (...) the UN needs to reformulate the CDM so that it more effectively aligns the divergent goals of multiple actors and upholds the UN’s principles for sustainable development, including ethical firm-level behavior. By providing incentives for environmental, economic, and social value creation, the CDM would not only promote ethical norms for profit-seeking firms that participate in the program but also reinforce the UN’s twin pro-poor and environmental objectives.
